HR and Office Manager

TIME COMMITMENT: Regular part-time, position (24 hours per week). On occasion, the position may require evening and weekend work.

LOCATION: This position is based in the greater Washington DC area. Weekly in-person visits to the PEER office in Silver Spring, MD are required. A hybrid remote/in office schedule will be considered.

Summary of Position

PEER is seeking highly organized and effective administrative professional with proven expertise in human resource management.

Duties and Responsibilities

Human Resources Management

  • Effectively implement and manage use of technology, platforms, and third-party vendors to support and optimize HR-related needs within the organization.
  • Conduct new hire onboarding to include the review of organizational policies and benefits, office procedures, personnel forms, timesheets, and performance appraisal process.
  • Administer all benefit programs, including but not limited to medical, dental, vision, short-term and long-term disability, flexible spending accounts, and retirement plans.
  • Maintain personnel files and record keeping reports.
  • Implement HR best practices and utilize human resources metrics to make effective human resources related decisions.

Financial Liaison

  • Responsible for liaising with the accounting team and providing invoices and payments.
  • Prepare staff payroll timesheets and work with staff to correctly track vacation and comp leave requests.
  • Work with the accounting team to monitor finances and make recommendations for efficiencies and operational needs.
  • Work with the Development Team to digitally deposit all checks and ensure timely record keeping of contributions.
  • Assist in annual financial audit preparation.
  • Process payments to vendors in a timely fashion and work with accounting team to upload all relevant financial documentation and track progress.

Office Administration

  • Manage the office including purchasing of office supplies and office equipment.
  • Manage facilities and work with the building management and vendors to address office maintenance needs.
  • Responsible for day-to-day facilities issues, such as access keys and security access cards, maintenance issues, and emergency procedures.
  • Coordinate with Information Technology vendors to identify IT needs and help to ensure continuous access to IT hardware and software for all staff.
  • Maintain and organize digital files in Sharepoint and ensure accurate information is easily accessible to staff.

Other Duties

  • Serve as back-up for answering the general phone line and answering the general organizational inbox.
  • Other duties as assigned by the Executive Director.


  • Bachelor’s degree preferred. Associate degree with applied experience considered.
  • Proven non-profit experience, with at least 1 year of applied experience in HR and office administration.
  • Highly developed written and communication skills.
  • Experience with juggling multiple priorities in a fast-paced non-profit environment.
  • Excellent organizational and project management skills, strong attention to detail.
  • Interest and experience working with non-profits in the environment and/or advocacy sectors and applying best practices.
  • Fluency in Microsoft Office Suite and willingness to learn, and other systems.


This is a regular salaried part-time (24 hours per week) position with full benefits, generous flex time, and a salary range of $30,000-36,000 annually depending on experience.
