The GAO report is “consistent with the administration’s disrespect for good management norms,” said Peter Jenkins, senior counsel at Public Employees for Environmental Responsibility. “It’s consistent with the hollowing-out of the mid-level appointees that are needed, and not holding them up to ethical norms.”
