During its review, the administration took no action against career employees who implemented the political appointee changes. Those employees “happily made the changes,” according to Kyla Bennett of Public Employees for Environmental Responsibility (Peer), but remained with the agency.
An internal email thread from Trump’s EPA last few days and comments in the inspector general’s report illustrate how career employees at the OCSPP either requested the changes or did not oppose the changes.
