“The watchdog group Public Employees for Environmental Responsibility filed a complaint with the Interior Department’s Office of Inspector General alleging that the National Park Service illegally named David Vela its acting deputy director of operations. Vela, whose previous nomination for NPS director lapsed last Congress, took on the new role Monday. PEER alleges that Deputy Director P. Daniel Smith does not have the legal authority to appoint another deputy director.”
