Government Lawyer and Investigator Aaron Lloyd Joins PEER as Senior Counsel

Washington, DC Public Employees for Environmental Responsibility (PEER) today announced that Aaron Lloyd, a veteran government lawyer and investigator with more than two decades of experience in whistleblower protection and labor law, has joined the organization as Senior Counsel. Lloyd will help lead PEER’s legal and investigatory work at a time of increasing pressure on federal employees and oversight institutions.

Lloyd brings extensive experience from both government service and private practice, including senior leadership roles focused on protecting whistleblowers and strengthening government accountability.

Most recently, Lloyd served at the Council of Inspectors General on Integrity and Efficiency (CIGIE), where he held multiple senior positions, including Acting General Counsel, Deputy General Counsel, and Special Assistant General Counsel. CIGIE’s mission is to promote integrity, efficiency, and effectiveness across federal Offices of Inspectors General and to address oversight issues that cut across agencies.

Lloyd also previously served as an attorney with the U.S. Office of Special Counsel, where he investigated alleged violations of federal whistleblower law, prohibited personnel practices, hiring violations, nepotism, and discrimination. In that role, he regularly trained federal supervisors and employees on their rights and remedies under the Whistleblower Protection Act.

Earlier in his career, Lloyd worked in private practice representing trade unions and litigating matters involving unfair labor practices, First Amendment issues, and antitrust claims.

“Aaron comes to PEER at an important moment in our country’s history,” said Timothy Whitehouse, Executive Director of PEER. “His deep experience navigating high-stakes government investigations and worker-protection laws makes him an exceptional addition to our team.”

“Aaron’s extensive work with whistleblowers and his commitment to strong, independent oversight will strengthen PEER’s ability to confront abuses of power and defend the rights of public employees,” said Joanna Citron Day, PEER’s General Counsel. “His background will be invaluable as federal workers face increasing pressure and retaliation for doing their jobs with integrity.”

“I am excited to join PEER during a challenging time for whistleblowers in the federal government,” commented Aaron Lloyd. “The federal government always works best when federal employees feel free to speak the truth. I look forward to continuing to be of service in this new role.”
