“William Perry Pendley was acting Bureau of Land Management (BLM) Director for 14 months before a federal judge removed him in late September. The judge found that Pendley’s name was never submitted to the U.S. Senate for confirmation, and further that Pendley’s authority “did not follow any of the permissible paths set forth by the U.S. Constitution.””
