“The state has cut back on monitoring and reduced enforcement to a trickle. According to Public Employees for Environmental Responsibility, before 2010 the Department of Environmental Protection (DEP) had about 1500 enforcement cases per year. By 2013 that number had dropped to about 250 cases per year, meaning that polluters can sometimes continue to violate clean water laws while facing mere offers of “compliance assistance” and token penalties.”
