I am pleased to announce that Joanna Citron Day has joined PEER as its new General Counsel. Joanna is an environmental enforcement attorney with more than 20 years of experience within the Department of Justice, Environmental Protection Agency, and Department of the Interior.
Most recently, as senior counsel at the Department of Justice, Joanna litigated clean water, air, and hazardous waste cleanup cases, among other matters. As PEER’s General Counsel, she will direct PEER’s overall legal program, including our robust litigation and employee defense docket.
Joanna’s in-depth knowledge of how government works, her deep commitment to environmental protection, and her understanding of the importance of a non-partisan civil service make her a welcome addition to PEER!
I am also delighted that PEER’s General Counsel for the past 19 years, Paula Dinerstein, will remain on PEER’s legal team as Senior Counsel, where she will continue to manage cases and provide strategic advice.

The Trump administration’s practice of placing thousands of federal employees on extended, involuntary, paid administrative leave is illegal, according to a legal filing by PEER with the Office of Special Counsel. The filing supplements a pending PEER complaint on behalf of displaced Environmental Protection Agency staffers in its environmental justice office who have been on administrative leave for four months.
