Report Summary
This report examines the cost and effectiveness of Maryland’s Renewable Portfolio Standard (RPS), the state law that is supposed to shape our energy system by replacing carbon-producing fossil fuel sources with clean renewable electricity.
Based on our analysis, this report concludes that the state’s RPS is failing to deliver on its renewable electricity goal and imposing unnecessary costs on Maryland’s economy and residents.
This report recommends reforms to the RPS so that it provides greater climate and economic benefits to the state and its residents. With electricity prices rising and climate change accelerating, it is important that the General Assembly act quickly to make changes to improve the RPS for the benefit of ratepayers, the economy, and the climate.
